Making modal error dialogs visible

If v19 is displaying a modal error dialog such as the one in the "Save all options" discussion below, and the dialog is obscured by another program's window which has the focus (perhaps I've briefly switched to another program to do something else), then my expectation is that clicking anywhere in the visible parts of v19's main window will bring the whole of v19 to the top of the display stack with the modal error dialog on top of the main window, so that I can deal with it.

But this is not what happens when another non-v19 window has the focus: instead, I have to click on either of the v19 main window or error dialog thumbnails in the Windows 8.1 taskbar, or use the Windows Alt-Tab keyboard shortcut.

Is my expectation wrong, i.e. there's no way that the click in v19's main window reaches it while the desktop or another program's windows have the focus?
