Beta 2: Tabs on the bottom

About a year ago (v18 beta) I moved my tabs to the bottom following http://community.slickedit.com/index.php/topic,9287.0.html
now there is a window header that takes up space.

I have moved the tabs to the top.

Is there a way to move the tabs to the bottom in v19 with out the window header?
