It seems this was caused by "dismiss on select" being enabled, which I didn't really know about coz I hardly ever use the files toolwindow and I had this setting turned off in V18.

Are you talking about the "Files" Tool Window or the "Open" files tool window?  The help for "dismiss on select" (in the "File Open" section of the options) indicates the setting is just for the "Open".  It didn't seem to have any affect on the "Files" window.  No matter what I do, it always closes after double clicking a file.

This particular case is fixed in the next beta.

Also, in the next beta, a tool-window that is docked together with another tool-window (tabbed or tiled) will not be dismissed automatically.
