Greetings Gurus, is there a command to toggle the display of the 'Regex Evaluator' that is assignable to a toolbar button?

You can't toggle it, but there is "activate-regex-evaluator".

I don't know about a toolbar button, but I have it docked & auto-hidden on the right side of my window. I pop it out whenever I need it. Almost like a button (but not quite.)
