B6: menubar can't be accessed with 'Alt' on a new window

When I am in the main window and press 'Alt', I get access to the main toolbar with menus: '&File', '&Edit', '&Search', '&View', etc..

When I create a new window and separate it from the main window. I can't access the main toolbar using 'Alt'.
