I believe you need to reconfigure Windows if you want menu accelerators. It may even depend on which version of Windows you're using and whether you've activated the menu with the mouse or the keyboard.
Accelerators on menus seems to be a bit more of a thing of the past. More OSes are trying to get rid of them. I'm not happy about it either.
