v19 - crash in list-tags for python

In python with v18 or v19, providing a negative default value causes list-tags to crash. For example, executing list-tags on a file with:

def f(x=-1):
    return(x)

results in a crash with trace:
Invalid number argument
listproc.ex 1547 list_tags()   p_window_id: 15   p_object: OI_EDITOR   p_name:
