B3: Vertical scroll bar gets "stuck"

FYI this has been an issue for a while but I figured I would report it on the new version while still in the beta cycle. Not sure how best to get you info on this, but I pretty frequently get into a situation where the scroll bar for a window gets "stuck" regardless of where I move the window up and down using the mouse wheel. If I then go back and touch the scroll bar it gets unstuck and gets put back to the right location.

Let me know how I can help debug this. I don't really have a good repro.
