v20: Scroll bar not updating

In my build window, sometimes the vertical scroll bar won't update after a compile.  I have to grab it and move it a bit for it to show its true length.

The build window is part of a tabbed group.  I don't know how to reproduce it on a regular basis.  I've tried selecting a different tab before compiling but that doesn't cause it.

I see this too.  Not sure what triggers it either.

Ditto...I think it started in v19.  I see if often, but can never reproduce it.  Happens in various windows.  I notice it most in Editor Windows, but I've seen it in at least one of the other windows (I can't remember which one..maybe a DiffZilla window).

It used to happen in the backup history windows, but that's was fixed during beta. I think it was v19's beta.
