Annotations and UTF-8

The comment field (or other text fields) in annotations doesn't seem to support unicode - just plain ANSI.
It oughta support unicode.

Seems just a text editor problem -- editing the SCA file directly allows me to insert Unicode, and those characters are displayed correctly in the CodeAnnotations tool window -- just the editor for editing this text is limited.

We will look into this. This is stored in XML and should support Unicode.
