I have Slick B5 open already.
From Explorer I double-click a VPW file on a flash drive.
Slick complains:

According to PROCMON, the cmd line for vs.exe:
Command line: "C:\Program Files\SlickEdit Pro 21.0.0 Beta5\win\vs.exe" "G:\Programming\DirList\DirList.vpw"
Current directory: C:\Windows\system32\
The ACCESS_DENIED error is from the Slick that was already running, not the vs.exe that Explorer launched.
