No Personal Messages?

The help for this board, as well as the comments of one of the posts by a SlickEdit team member seem to imply that there is a “Private Messaging” system that will allow me to contact another poster directly.  Unfortunately, I none of the features are available to me. Is this feature disabled for the whole forum, or is there something I need to do to enable them?

Just for others,  I was wondering if it was something that needed to be changed in my account, or was the functionality down for everone?
