Jump to dir of current buffer on File Open dialog

I work with a lot of log files that are in different locations and not part of my development project; related but temporary files submitted by users.

In Boxer, I had requested this feature and it was implemented. I may the only person on the planet that finds it useful. Basically, there is a button on the File Open dialog, click it and the dialog jumps to the directory of the currently active file buffer.

SE did add change directory to the file tab which is handy and I use it. This would be a nice extension of that feature.

There's also Browser folder which can be used to open files out of a particular file directory.

More importantly, the Smart open tool window is supposed to find files in the directory of the current buffer (option "Show/match files in current file directory"). However, it looks like in v21 this option is broken. We will look into this.
