move-lines incorrect when selection is made from bottom up

The functions `move-lines-up()` and `move-lines-down()` don't work as expected when when <SHIFT><UP> is used to make the selection.

To reproduce:
  • <SHIFT><UP> to make a block selection of 1 or more lines.
  • <ALT><UP> or <ATL><DOWN> to move the block.
In my tests both move up and move down produce incorrect results.

This will be fixed in v21.0.2
