Ability to lock toolbar / tool window positions

I'm constantly moving toolbars around and undocking tool windows when I'm intending to just press a button.  It would be nice to have a button or menu that would lock out changes to toolbar and tool window placement so that I could only do that when enabled.

P.S. I have worked around this sometimes by pressing the escape key before letting up on the mouse button, but sometimes I let up on the mouse button too fast.

A "Lock Tool Bar/Tool Window configuration" that would hide and disable all the grab bars.  Once I have things where I want them, I not only don't want to move them, I don't even want to see the grab bars.
