The list of open windows under the 'Windows' menu shouldn't be limited to 9. I frequently have over a dozen windows that I'm interested in, and I don't always want to use the separate 'Files' window.

FWIW.  This can be adjusted by going to Tools > Options > File Options > History > Window Menu > History size
