I too have loaded hotfix_se2103_3_cumulative.zip and the PadStar is still not working. Looks like it was mapped to c-asterisk for Modes actionscript, c, java, and slick. The mapping for undo still shows PadStar for mode default.

Looks we only removed the bindings from the .cfg.xml files. They are still bindings loaded when certain .e files are loaded (they end up in the state file which is the problem). We will get this fixed in the next hot fix.
