Version control configuration

Currently I have to setup version control for every project.

Make it possible to set a default version control for a workspace -- generally I have a workspace with a number of related projects, and all use the same version control.

Make it possible to set a default version control globally.

For v22 you can set it for a workspace, a project, or globally.  You can also set it for a workspace, and then override it for a particular project.

Unless you're using SCC, then it works pretty much the same as it always did, but there isn't much SCC left.
