Dragging toolbars

While a toolbar is being dragged around it should be on top of all other Slick windows (perhaps over all windows -- alwaysontop).

If you drag a toolbar around while Options is open, the toolbar is behind Options - so you can drag  and even dock this toolbar while it is completely hidden.


This doesn't happen with all toolbars, but it does for sure with my new custom toolbar.
