I have never isolated what exactly causes this but I find that at least 25% of the time navigating with list-tags brings me to the wrong location.
I have list-tags bound to ctrl-shift-t. I trigger that way, type part of a function name, and press enter. I find myself having to do this twice (maybe more sometimes) regularly to get to the desired location.
Often it happens when I navigate to one function, then without moving the cursor decide I wanted something else and try again and choose something else.
Where it lands when this happens is seemingly random in a file; I've also seen it navigate to the previous tag chosen.
This is not new to v22.
