Missing references case3 in beta1

I uploaded missingrefs3.tar.gz to support.

See the README file inside for how to reproduce the issue.

It is a different test case than the previous 2 I uploaded, not sure if the root cause is the same as the other issues or not.

Also confirmed that this was the same bug that surfaced in your first example.  Will be fixed in next beta drop.
