_time('L') shows AM instead of PM at noon with time format hh:mm:ss

Current time is 12:08 PM (afternoon, not midnight).

I have Tools->Options->Appearance->General set to "hh:mm:ss PM"

_time('L') is outputting "12:08:50 AM". It should be "PM" not "AM".
