Wonky code annotations 23.0.2

I've been trying to use code annotations starting with version 23. I've had them disappear on me when updating and it appears that's because the .sca file gets overwritten. I don't have an exact sequence of events that causes the problem. I can report that in the code annotation manager the "close annotation file" button is always disabled. I'm not sure how to tell which file (there are 3 listed, personal, workspace, and project) is supposed to be getting used. Is this feature actively being developed or is it something that doesn't get much use?

I'm running on Windows and the latest hotfix 2.

The "Close annotation file" button is disable for annotation files that are not allowed to be deleted. If you add your own, then when your user defined annotation file is selected, this button will be enabled.

When in the Annotation file manager, select the annotation file to display annotations info defined in that file.

The code annotation have not been enhanced much but it's still supported.
