Something I've done frequently and frequently been annoyed when it doesn't work is when I open up a dialog (e.g., projects, workspace, et al.), dismiss the dialog and then attempt to hit a global keystroke (e.g., Ctrl-Shift-=) and it does nothing.  It appears that the focus will be in one of my docked windows (e.g., Projects) and not until I click my mouse within the editor window does the keystroke work again.

I'm not sure if I'm missing a binding (I didn't see how to make it more global than it is as this is set to default and is a stock binding), or if this is a bug.

Saw in 23.0.2 and still present in 24.0 beta1 (both Windows 10).

I'd love to see how to make truly global key bindings, or report this as a bug.

We try to have the tool window pass through bindings. It's more complicated than you would think.

Ctrl+Shift+=diff  will work for the next beta.
