Custom toolbar not showing icons and not updateable

I have a custom toolbar. It has a number of buttons with images.
After upgrading to SlickEdit Pro 2019 (v24.0.0.3 64-bit) a number of the icons do not appear.
There is a space for them, but they cannot be invoked, nor can I right-click and edit 'properties' as that option is not there.
The 'hover' text is there. Just no Icon and they cannot be clicked.

How can I edit them ?

Could you zip up you're 23.0.2 configuration directory?  I only need user.cfg.xml and *.e.  I need to see the form declaration for your toolbar.

The icon name of one of the buttons that is not appearing is D:\Work\SlickEdit\TortoiseSVN_repo.ico.

And could you also post D:\Work\SlickEdit\*.ico?  Are those icons still in the same location?  This is an interesting case, as you were upgrading from 21.0.3, and some .ico bitmaps were mapped to .svg, while others were your custom icons.
