Customize Toolbar show of top of screen and can't be moved

With my laptop, I have different multi-monitor monitor setups at home and work. This problem is likely a result of having opened "Customize Toolbar" at home (and having SE remember its screen placement).

The dialog is only showing in the bottom right area of the dialog. The left and top is cutoff as it's placed in the monitor's top left corner. And there's no way to re-position it.... Can't see top window heading, and it's not subject to the general "Cascade Windows" commands.

How to reset it to be fully on the screen?

If you're on Windows and you're talking about the main options dialog you can use
Alt+space
M
then use the arrow keys to move it around.
Alternatively, with slickedit closed, delete the file vrestore.slk (or rename it), then run slick.
Slick has a command called save_named_layout that you can use to remember tool-window layouts that  might help your work / home switching.
