[SE24.0.2.0] Open window tab redocks without asking

[SE24.0.2.0, Win 10 x64, Brief] I have an oddity that has just started happening - I normally have my Open window free floating but it has taken to becoming a tab attached to the defs window that I have to the left of my editing when I start SE or switch projects and I have to drag it free again.  Is there some "layout save" option I've lost that I need to click?  It only (so far) seems to be the Open window, the Buffers window (which I also have free floating) seems unaffected.

If you click at the top of the Open tool window is "Dockable" checked?

OK - I'm clearly being stupid but what dockable check box (screen grab attached)? I can't obviously see anything under "options".

Ah yes - yes it is.  Do I simply need to uncheck it?

OK - A little experimentation later.

If I untick "Dockable" in project1, go to project2 which has a docked Open box (with dockable set) use it with <Alt-E>, switch back to project1, and <Alt-E> again then my Open box is dockable & docked again.  If I don't use the open box in project2 then I can go project1->project2->project1 and my open box is still free floating.

Just to clarify when I have said "project" throughout this thread I meant "workspace".  I only ever run with 1 project:1 workspace so I tend to conflate the two terms.

OK, does turning off Dockable in both get you what you need?

Yes - I think if I go through every offending project and make sure the open windows are undocked & undockable then I will get what I want.  However I am (and I think so is SE) confused by what is meant to be global state & what is project state here.  Is the Open window state (position, dockability etc.) meant to be global or local to a project/workspace?

What happens if you go to Tools>Options>Tool Windows and select Open from the list, and uncheck Allow docking at the right?

Would I expect those options to be the same for all workspaces? (They aren't)
Setting in the options menu seem to have similar effects to doing it off the tool menu i.e. dockable seems to a dominant option - once it has been "seen" to be on by an active open window it will infect all subsequent window opens.

Have you changed any settings under Tools>Options>Application Operations>Auto Restore options (Auto restore workspace files in particular)?

Not consciously - but I'm not prepared to swear that I haven't touched them in the past - I enclose a screenshot of the current settings.  I assume from the questions that this isn't something you can reproduce - would any config or workspace files help?
