THANK YOU! That bugged me for so long!
For others, in Kubuntu 20.04 (probably similar for other distros), you:
- Go to menu Settings-->System Settings
- Under Workspace, select Window Management
- In the second list that appear, you select Window Behavior (it's the first item, should be selected by default)
- In the dialog form, click the Advanced tab
- It's there, the last checkbox, "Hide utility windows for inactive applications". Just de-select that.
It's crucial for me when debugging, as I have my watch window detached, on the right monitor, and I need to go to other applications while still displaying the values.
