They just appeared one day a few weeks ago, and I haven't been able to figure out how to get rid of them.  I also have no idea what they mean.

It indicates you have the same file duplicated in two document tabs.  For example, it looks like the first tab and the fourth tab are the same file.  Close one and the number should go away on the remaining one.  You can always close files that have a number on them because you know they are open in another document tab.

That can't be it because this one says :22 and there's no way I have this file open 22 times.  I don't see any other tabs of this file:

Never mind, it seems that you're right.  How did I get 22 copies of the same file open?  Is there some kind of option that could make that happen?

What options to you have enabled under Tools > Options > Application Options > Auto Restore...

Specifically, do you have the option to restore the build window enabled ?
