C# push-ref is not finding all references

I've got VS 2019 and Beta running side by side with the same project.
(VS2019 is running with a copy of the project - renamed - so there is no conflict).

VS2019, when I push-ref it finds 11 references.
VS2020 beta 3, same symbol it finds only 9 references.
I just had Beta3 rebuild the tag file, same result.
