default custom build system is not used for new projects

I've customized the build system for the GNU C/C++ projects.The default is: Build without a makefile (dependencies automatically checked), but I want: Build with user-maintained makefile or  custom build commandI have modified the Project settings to use this option, but when I start a new project it defaults to the "build without a makefile" option.
