Sometimes create_tile creates a tile in a pane without focus

I click on a pane on the right side of a non-main window and use create_tile to create a new pane (F3 then direction).  It works fine.

I click on a pane on the left side of the same window.  I click back to a pane on the right side of the window.  I use create_tile to create a new pane.  Rather than create the pane by splitting the right most pane, it splits the left most pane.

I couldn't reproduce this. A video could help. Maybe I'm missing something.
