Cannot load hotfix on MacOS

I'm getting the following trying to install the latest v28 hotfix on MacOS

Post the filename of the .zip file you are trying to load.

The filename should be this:

hotfix_se2801_4_cumulative.zip

I can see the issue. When I downloaded the file from Google Drive it was a zip file that contains a zip file.

I think you downloaded the hot fix folder instead of opening the folder and downloading the hot fix file.

I'm having the exact same problem, and I made sure that I'm using the actual hotfix file with the name hotfix_se2802_7_cumulative.zip.
