How to generate Makefile from .vpw without running the vs under X?

To generate a Makefile from .vpj, I try to start vs with the "-p generate-makefile" option, but it doesn't work in an ssh session without X forwarding. Is there a way to generate a Makefile without X?

There isn't a command line tool for this
