Build doesn't build dependencies (13.0.1)

In SlickEdit 13.0.1 I have two C# projects with a custom maintained Makefile. Project A is a library, project B is a frontend UI. B has a dependency on A. For B I have two 3 build targets, important of which are Build and Execute. Build has command specified "make mono-design" and Execute "make mono-design-run", both executed from %rw. Now the problem is that invoking the "Build" tool doesn't build the dependency (project A) at all, but "Execute" does (probably due to "Execute" having "Build first" ticked; and no I can't tick that for Build because it's the default build tool and "build first" is grayed out)

So this seems like a bug to me?
