tags - project vs. workspace

Is there any way to get tags to be configured on a per-project basis vs. a workspace basis?
   
When doing a right-click "Go to Definition" a "Select a Tag" pop-up appears showing selections in non-current projects.  I'd like to jump directly to the definition in the current project.
