Controlling the F1 behavior

When I press F1 while standing on a function name, I get the man page for that command. If, accidently, there are man pages with this name in both the sections 1 and 3 of man, I'll get the former, while being, obviously, interested in the latter. Is there a way to control this behavior?

Oh, and also, many of the commands in the Help menu do not work. Nothing happens. These are Contents, Index, Search, Quick Start, Keys Help, maybe others. I guess, it has to do with these commands trying to fire up a browser or something, but somehow they fail.

All of the Help items should be working in the current release version.  If you're still having trouble with these, can you let me know which browser you have installed?
