How to load UTF8 without BOM(signature) files?

PHP is recommended to use the without BOM(signature).
But, If reading the file in the UTF8 without BOM,
then output broken CJK(Chinese Japanese Korean) characters.

How can I loading UTF8 without BOM files?

If you use the regular file open dialog (not the Open Tool Window) you will see a drop down box for encoding (see attached screen shot).  Select UTF-8 and your file, and it should open as UTF-8 encoding.

But, I can see your attached screen shot. see attached screen shot.
I solved this screen shot option.
But, Only open dialog and open by project.
Open file from project or Open file form Workspace... is broken.

You're right, "Open file from project" and "Open file form workspace" don't have the option of what encoding to use.  Another option is to set the file encoding for the file types you're opening in the options.  To do this, go to Tools > Options, then expand Languages and select File Extension Manager.  Select the types of files you're using in the list and set their encoding to UTF-8.
