SlickEdit 15.0.1.3 and xdebug - bad port

Hi all - long time SE user (10+ years and counting), but haven't done much php before, so I need a bit of help.

I tried setting SE up for xdebug using xampp on a windows machine, and things seem OK.  When I load a php page SlickEdit wakes up and starts to go into debug mode, but before it gets fully loaded it errors out with this dialog:

Error starting debugger: bad port

I'm sure I'm doing something wrong, but that error isn't helping me figure it out.     This is on SE 15.0.1.3 for windows.

I'm just loading the xampp phpinfo page like this:
http://localhost/xampp/PHPINFO.php?XDEBUG_SESSION_START=slickedit

I'm starting SE debugger not via project, but by debug | attach | xdebug and I put 127.0.0.1 in the localhost and 9000 in the port.

Here's what I have in my php.ini file.

I dont know why this happened,I use slickedit and xmapp on windows to program php,
but I can debug PHP correctly with slickedit...
