File->Close All doesn't close all files ?!

OS: Windows 7 x64  OS Version: 6.01.7601  Service Pack 1

I have roughly 3 dozen files open (as shown in the file tab list).  No file is currently being edited.
File->Close All doesn't do anything; I have to click on the 'x' on each tab to close the files.
Is this expected behavior? 
(I have "One file per window" selected in Options.)
