xaml file treated as plain text

This problem has been around for a while...
I try to associate .xaml files with .xml files (via File Extension Manager), but when I open a .xaml file it is treated as plain text.  I can go in to Document->Select Mode, but why should I have to?

Did you have to make the association between .xaml and XML yourself?  That seems to be the default.

Does this happen with every file, or just a specific one?  Would it be possible for you to share a file that this occurs on?
