Printed copy skipping lines

I'm trying to print a document from SE but if the first line at the top of the page is blank, it gets skipped.  For example, line 116 is blank but it should be at the top of page 2:

Is this a bug or the way it's supposed to be?

Print dialog:
   General tab:
      No check boxes checked
      Orientation: Portrait
      Number lines ever: 1
      Number of copies: 1
   Header/footer tab:
      Left header: %f
      Left footer:
      Center header:
      Center footer: %p of %n
      Right header: %fd %ft
   Margins tab:
      After header: 0.5"
      Before footer: 0.5"
      Margins:
         Top: 0"
         Bottom: 0"
         Left: 0.5"
         Right: 0.5"
Font: Shows up in all fonts

Update:

I was lucky getting that file to print out.  After I did, the wrong file would print.  Even though the print preview would show the correct file, a different file would be sent to the printer (although it was one that was in the editor).
