Title: Old bug: Ctrl+Drag deselects last char

Win 7 64-bit.  Been there since v19, at least.
Grab a part of one or more lines, ensuring that the last char of the selection is not the last char of the line.  Ctrl+Drag it somewhere else.  The last character will be truncated off of the selection in the destination.  I think I've observed this happening both within a single buffer window and between buffer windows.
I have not observed it with line or block selections, just character selections.

Please post a picture of the selected text. Also indicated whether the cursor is at or after the last selected character (inclusive or non-inclusive). Thanks

Couldn't reproduce this so far.

I see that I didn't comprehend that it's actually when dragging between buffers.  And it seems that it requires that the source buffer be R/O.
So, drag from a Read-Only buffer window into a modifiable buffer window.

Still no luck reproducing this. There must be other tricks. I tried an inclusive and non-inclusive selection since you gave very little details.
