Title: Size dialogs to fit on screen

When I select File->New->(Location Ellipsis button) the dialog always opens half off-screen. It is annoying. I have posted this before (a couple of years ago?). My laptop screen resolution is 1600x900. However, the dialog opens partially off-screen on my PC with 1920x1080 resolution. There are several dialogs in SE that have this issue.
