Title: Dragging and docking toolbars

When you drag a toolbar around slick will automatically snap it into specific locations - and previews this by rearranging the Slick UI to show where it would go if you drop it.

However, there is no way to override this -- say I want the toolbar to float near the top of the Slick window, I can't do that because Slick will autodock it there.

During drag Slick should force float the toolbar if you hold CTRL key while dragging - just like it does for tool windows.

Also, ESC should cancel the drag and restore the toolbar to its original location.

ESC should also work for Toolwindows - but currently ESC drops them where they currently are.

In Options > Appearance > Toolbars, you can turn off "Allow Docking" for a specific toolbar.
