Title: Problems with 23.0.2 tooltips

Starting with 23.0.2 I've noticed that the tooltip shown when hovering over code annotations or numbers (where it shows the value in different bases) no longer formats correctly. Now I see markup tags which looks like HTML.

I'm running x64 on Windows 10.

The number tool tip is fixed, but code annotations still has the same problem. Updating with the hotfix deleted my personal annotations but I was able to restore the file from OneDrive.

This will be fixed in the next hot fix.  Thanks for pointing this out.  I am also attempting to slightly improve the tooltip formatting for Annotations in the hot fix, especially for the case where you have multiple annotations, or other markers on the same line.
