Title: Can't change backup location option

I'm tying to change the backup location and in the options/File Options/Backup area, the "Backup Location" field is not selectable. The help hints at the bottom indicate that I should have at least the options of "Global directory" or "Global nested directories". I do not have any options, the field is blank and I can't change it. The "Make backup files" option is set to "Create backup history on save" I can set the "backup directory path" but not the location option.

I get the same behavior on Linux & Mac. SE V22.0.2.1, Hotfixes hotfix_se2202_1, _2, _11

The Backup location field is only enabled when "Make backup files" is set to "Create backup file on first save".
