2 - see Tools > Options > Application Options > Auto Restore
3 - tagfile(s) are usually associated with the active workspace and are managed here Tools > Tag Files

1 - restore file manager windows on restart
2 - restore cwd on restart
3 - auto-discovery for tagging files in a directory tree

Perhaps #3 already exists, but i don't know how.
