Title: Formating Support for ">= 1" Blank Lines

It would be nice if the Beautifier supported rules for specifying a range of allowable blank lines, for instance:
   1..3 Blank lines before an if statement
   0..2 Blank lines after a class declaration

SlickEdit would enforce the Min/Max while allowing users some flexibility to pretty up their code.

That's an interesting idea.  I can't promise I'll do it for v22, but it seems reasonable, and wouldn't require a lot of code to change or change the meaning of user's existing configurations.  Thanks for the good suggestion.
