Comment formatting not working correctly

Comment formatting seems to be broken in certain cases.

Given the following comment blocks:

/*
* Block 1
*/

/*
* Block 2
*/

Comment formatting is disabled for block 2.  It doesn't matter how much whitespace exists between the blocks (even none at all).

However, if block 2 has /** (or any number of * greater than 2) starting the block, comment formatting works.  Adding any other character other than * doesn't work (such as /*x).
